Okay, got it. Make a void elf in Shadowlands, adjust skin color and pick blue eyes and RP away. There’s your high elf ! 
I hope you know that at this point, Blizz isn’t going to pull back these customize options and start working on a new model for you, it’s a compromise- im sure you can make it work.
Until they go all purple and that illusion fades away… No void elves are not HE and will never be them. Giving them BE skin textures should be a no no.
light forged orcs from draenor though with yrel… If the horde can open up a portal to let some mag’har , no idea how then some of them can be possible. Same as AU azeroth where, instead of arthas killing high elves, humans get attacked by void or something, with some half elves because without AU orcs, no draenei, no kil’jaeden, no orc war or anything or arthas.
Sounds dumb, but we’ve done worse, and we literally already did it in WoD which I feel was largely terrible in that since besides gul’dan. Doesn’t mean they will do it nor do I want it. Just kind’ve making a joke at how dumb this games lore can be.
I actually support the lightbound orc idea so I can go with that. She did say she wants to repay the favor

Explain why you still need High Elves when you can literally look like one and theoretically come from one on the Alliance come Shadowlands
Silver covenent, alleria stronghold. None void racial abilities. The need not to steal VE identity just for karens to have “high elf wannabe’s” and stealing skins from BE. good enough?
No because you can easily rp that you came from the silver covenant.

If you don’t like it you can can roll a High Elf on the horde.
Those are the options, with this update there is zero chance you will ever see a racial slot go to High Elves, you’re going to have to accept this sooner or later.

If they were truely High Elves, wouldn’t their eyes be white with blue iris’s and not all blue?
You should read lore more. Blood elves are High Elves. The only difference is in name. The High elves abandoned the name and took up the blood elf name in memory of the slaughter they endured.

Honestly, I don’t care if void elves or blood elves with blue eyes and fair skin can be considered high elves canonically or not. I just like having more customization options.
And we fight toe to toe with enemies in speedos.
