They stop character creation to keep the initial instance from lagging out/crashing, it has nothing to do with server capacity.
hasn’t happened in awhile but there used to be a server status for the ones that actually were completely full, i think it was Locked or something. balmung was usually the only server that was locked, except maybe gilgamesh. i don’t remember

They have been slowly increasing capacity over the years as the game has grown. They said they are spending millions doing it for this new surge as well and to prep for possible growth in Endwalker.
Which server? I can almost guarantee that it will open up late at night or early morning.

The status on character creation changes every three minutes. You can see it as it happens, one that didn’t allow new characters 10 minutes ago all of a sudden gets greenlit or vice versa.
All it is, is instance throttling and nothing to do with the total capacity of the server. In this case, data center, not the individual server/home world.
It is crazy how competitive we all get over our favorite products. I mean, we should be talking about Waffle superiority and here you all are talking about WoW vs FF14.
