Nope, they don’t. When you go to buy game time and choose “add to a new account” or whatever it says a new account is instantly made and you can start popping out dem level 1s to begin your journey to level 20 lol.

The free trial accounts don’t. You can level as many characters up to the cap of 50 to level 20 without spending a dime on WoW.
Maybe we are misunderstanding each other, allow me to clarify how I’m understanding your statement. You’re saying

You pay your regular $14.95 for your main account and then you can have 7 free accounts to take space up on.

A side from starter accounts, you have to buy game time to access account 1-6 or whatever it is. They CAN up the restriction on character slots and I was only speculating why they AVOID it and also AVOID helping in restoring lost characters.
The time management skills needed to play 50+ characters must be amazing.
No you don’t… each account needs game time unless they are starter accounts.
the point is people can already create 400 characters across 8 accounts without spending any money whatsoever.
People don’t do it but it is possible.

They could, would seem kind of stupid to 1. allow 50 characters per realm 2. Give a multimonth 100% xp buff, then 3. increase leveling speed baseline in SL and then turn around and reduce the number of character slots lol. But yeah, they can do whatever they want.
I have a core 24 toons. One of each class for both factions. I then have 12 more so I can have 1 of every race.
After them I create characters based on individual race/class combo RPs. With the shadowlands customization I will have multiple of the same race AND class due to blizzard adding multiple races into a base race as customization.
I don’t play most of them. If I feel like It I will log into many of those toons for some RPing or if I am trying to farm something.
If Blizz keeps adding allied races there’s going to be more and more people coming to the threads like … hey? what gives? lol.
Still boggles my mind someone would want/need more than 50 characters.
