Why can my commanders only go to lv5?

I had buy all of Co-op commanders.Why is my commander locked at lv5???one of them has mastered 1.Why?What happened?
p.s. I tried to rebuild and download local files.But it just waste of time!!!

My first three commanders in Coop: Raynor, Kerrigan and Artanis, got reset and capped to lvl 5. How can I open a ticket to fix it?
