Yes. It can. I’ve been saying this for a long time now. Years, actually.
Late-game TvP can be won quite consistently, in fact. But a lot of it depends on the familiarity you have with the tools that you are using in that late-game stage. If you don’t know how to effectively use your late-game tools, then you cannot expect to win consistently until you learn how to use them.
Each matchup has its nuances, especially in late-game. What to use, when and how is very, very different in each match. Sure, the basic premise can be the same across the matchups, but there’s often more to it than just saying “use ghosts”. When I talk about “familiarity” I mean in that specific stage of the game, in that specific matchup.
For example, TvZ late-game is arguably the hardest for me because my TvZs don’t often get to a late-game stage - I’m therefore not to familiar with forcing the engagements that I want to get because I’m not in that situation particularly often as a bio player. TvP is by far the easiest for me because I’m confident in my TvP late-game play, know when to engage, where and how, and am often able to force engagements on my terms, rather than when the Protoss wants to engage.

Not exactly - you still need to have your bio-core, as well as a few mines in there to control the Zealots. But as I said, the skill isn’t knowing what to build, it’s how to use it, when to transition into it and what the follow up transition becomes, as well as how to combat the opposing army with your own late-game units.

Tell that to Stats and Parting. Lategame TvP isn’t the crap-fest that Protoss players (or Terran players) think it is.
That’s an absurd argument. It’s like saying once you set up a MMM army, you add mech as decoration. Of course not, you mass the army that can actually kill the opponent.
