I have restarted, reinstalled on another drive and updated graphics driver. All of other games work with no issues including all other Blizzard games
i have encountered that issue. in order to solve it however, i need to know more about your specs. primarily your gpu and operating system. that is because the problem is gpu related.

the game usually defaults to direct 3d 9 which your cpu is not compatible with. it is also badly optimised. in your starcraft 2 settings folder in your documents folder, there is a variables.txt file. there you can change it. GraphicsApi=Direct3D11
