SC2 won't launch properly

When I try to launch SC2 from the blizzard app, it open a grey loading box that never goes away. I’ve tried to clear the setting, run fix-game from the options (no errors were found), and uninstalled & reinstalled. Restarted a dozen times. Still no joy.

Attached it the system info export file & a screen-shot of the weird loading box.
If I click cancel on the box it exits with an error 2:1.

It used to run perfeclty fine on this system btw.
