Resource Stalls

I want to investigate the Resource Stalls in my SC2 installation. I know it is because
in game hovering mouse over ‘Menu’ system information shows up.
Resource Stalls, are they common for everyone?

I look here on my system directory on my computer:
C:\Program Files (x86)\StarCraft II; but I am not finding any error logs.
What log file do you look into?
