Region select not working

Hi I need some help please with my Starcraft 2 on my PC and Laptop. My laptop runs fine and the game loads after the latest update, my PC doesn’t and the login screen under region says XX-07 and I can’t change it. I’m at home so it’s the same network and everything just different device. Also after attempting login on my PC I just get the error message that battlenet is in maintenance try again later
