I wanted to post this in case anyone else is dealing with this, and none of the others fixes are working. I managed to get in by opening the game, then when it gives me the outage message, I swapped to the EU server, but hit cancel when it asks me to pick a name for the new account. Then I swapped back to US, logged in (inside SC2, not through the launcher) and it logged in fine. If you already made an EU profile, you should be able to do the same but using the KR server.

unfortunately it doesnt work. unless if you already made an eu account it doesnt work with kr. I just tried it after seeing this
