How does one turn offline play on to starcraft 2? Where is the settings for it to be enabled. Im struggling.

You can’t have it with working internet on.
I’d suggest disconnecting internet before entering SC.
Then the game will try to connect and “Play offline” option should appear after a moment.
When you reconnect to internet, the game will not attempt to reconnect automaticly, allowing you to play offline without problems till next game restart.
To reconnect open menu [that allows you to leave the game completely] and reconnection button should be there.

Dallarian is correct. You don’t need to “turn on” offline mode. If you don’t have an internet connection you should be able to launch the game and play offline. Please note however you need to connect online once every 30 days to re-authenticate in order to continue playing offline.
