Same here. For some reason all my level 15 commanders are lvl 5. Only one I didn’t have maxed was zagara
i had the first three, zagara, Fenix, Vorazun, and Swann maxed. i had maxed Swann just this evening
Randomly just happened to me today too, all commanders reset to Lv5 and locked at Lv5.
I was playing Arcade/Ladder earlier today, went to bed and 6 hours later now the game is suddenly saying “No”.
Same here, my lvl 15 mengsk and 14 kerrigan sent to lvl 5. In addition, I noticed I can’t even queue up for Co-op or Acrade games, saying there was a temporary problem with request or the lobby failing to property start a game, respectively.
I am having the exact issue. All of my commanders have been reduced to level 5. Can someone advise what is going on to fix this?
Did not have this problem on 29th/March. Entered the game today and saw my commanders are Lvl 5 now.

Looks like things are back to normal for me now.
I am from the America region, yes.
everything is working fine now 
The thing is I lost my prestige progress, the max level cap is fixed before, but my Raynor’s prestige is lost, I spend a lot of time on that. The Kerrigan and Artanis prestige is fine. I am logging into the right region which is NA server.
Just purchased the campaign collection and I do not have access to Heart of the Swarm. I can play a campaign in any other category.
Hi, all my commanders on EU was reseted to level 5. Many of them already had finished prestige 3. Can you restore them?
Check that you are actually logging into the EU region on the launcher (and that you’re using the correct Battlenet account if you have more than one).
If all of those are correct, log out and in a couple times, and wait until after the main screen finishes loading before opening the Coop tab.
Tried several times. Even reinstall SCII & BattleNet. Will continue attempts
On the launcher, try setting the region to something besides EU, then set it back to EU.
I am also having this issue… Just logged in and all my commanders are set to random levels except nova who is still 15.
I was impacted by this issue back in February. Was fine last night around 11:00pm (Mountain time zone). Logged in today and all commanders that I’ve leveled are capped at 5 again.

This happened to me today, Raynor, Artanis, and Kerrigan have been reset to lvl 5.

I am also having this issue. I had Raynor, Kerrigan, and Artanis at max level, but they are reset down to level 5. They have maintained their prestige levels (3). I only have 1 other commander leveled above 5, Swann, he seems to be okay. This is on the US server.
I have tried logging out and logging back in multiple times, which has not resolved the issue.
