My Raynor, Kerrigan and Artanis have also been reset to level 5 (from 15). I haven’t played a game of coop in a few week, can’t confirm if they are locked at the moment
Slightly different startup sequence today. No presentation of the offline login window. Seems like the connection issue got resolved, but the commanders are still capped at 5.
Same issue for the past several days. I do have a friend who has not been impacted though, so it is interesting that the outage appears to be at least somewhat random.
Same here, my roommate’s works but mine doesn’t, we use the same internet connection. 
I am having the same issues with my commanders for over a week now.

Good day, I’m having the same problem with the starter commanders. Deleting the battle net cache folder a stated in your page helped me with the paid commanders.
Same issue here, 3 free commanders all reset back to level 5 & capped.

Same here. Been messed up past few days. Thought it was related to the auth issue I have been getting but now no auth issue and still stuck at 5 for Raynor, Kerri, and Artanis.
My commanders Raynor, Kerrigan and Artanis have all been reset to level 5 since last Friday. It doesn’t say capped or anything, they’re just level 5. I have Zeratul still at level 15 and I’ve just bought Tychus and got him over 5, they are unaffected. It is only the first three commanders that reset. (my player level is still over 80)
Same problem here, can’t level Raynor Kerrigan or Artanis past lvl 5. Only noticed after the last patch when I purchased every other commander, says that those 3 require a purchase.
Agreed. Says I’m at a level 75 but I am unable to adjust any stats.
Update as of this evening: no longer getting the extended “logging in” screen and am no longer presented with the “waiting for a response from blizzard servers”/offer to “play offline” window, but f2p commanders are still level capped at 5.
seems like there’s at least a little progress being made…cautiously optimistic!

The login delay is gone, but commanders still at lvl 5.

Bliz rolled out a fix for the connection issues earlier today. They did say however that they are still working on the capped commanders/locked campaigns.
yup same here, when i start the game it gives to crap about how it can’t connect to servers then it connects. my first 3 free co op commanders are also locked at lvl 5 , so i cant level them. its good to know that im not the only one experiences such problems, i do know for sure all this started when they had those patches few days ago/last week?
I still have the level stuck at 5 issue my raynor level is cap and cant progress pass 5
