I’m still affected by this as well. Was trying to level up Artanis and its capped at level 5, Raynor who I had maxed is also capped at level 5. Sucks cause I have to play other guys for now or rather pay to play other guys after level 5
Also been here just waiting for this problem to be solved, my brother had his commanders with the same problem and just the next day he logged on they were fixed. I continue to have this issue with Raynor, Kerrigan, & Artanis at level 5.

I’m having the same trouble.
My Co-op commanders Raynor, Kerrigan, and Artanis are now capped at level 5 in region Americas. They should be level 15.
I’m having the same issue as well.
I just wanted to mention that it is not just purchased campaigns and the first three commanders. I purchased the complete game pack during the Black Friday Sale this year. All of my coop commanders are locked and capped at level 5 except the one that was selected when this issue began. My campaign progress is saved however I cannot complete any additional challenge missions or accomplishments. I have triple checked that my purchase is listed in my battle.net account and it is verified. Kaldraydis, please confirm that Bliz is aware that this is effecting purchased content as well as the ‘free’ game.
All of my starter coop heroes’ Artanis, Raynor, and Kerrigan levels have been lowered to 5 and capped. Please let me have my levels back or at least let me level them again.
Is there any ETA on a potential fix for this?

Same thing. I was Kerrigan level 14 a week ago and today I logged in to find out I’m level 5.
