Not possible, I have basic fire extinguish training. Also, you don’t need any proper tools to operate the extinguisher, the training is about using it effectively and safely, but anyone can use it in a pinch.

Hydrants are an access point, not a super extinguisher. Cracking open a hydrant without the equipment to actually direct the spray is just going to result in wet streets and a fine for breaking government property.
I have put hoses in hydrant it, they are not so difficult to test them in insdutrial zone, or it will be something from my country
I have used fire extinguishers and it takes only a couple of tries when starts a fire before its charge runs out and is no longer useful. this is why their training is important because most people waste them. or even if you know what you are doing, you may be aiming badly due to lack of experience

In most situations, you’d evacuate everyone first and then fight the fire. The only time you’d go for an extinguisher first is if the fire was small enough to contain. In this analogy, the fire is way too big to handle.

If you want it to be accurate than the city has to on giant oasis in an empty desert. The nearest water source (beside the one you’re on top) is about 100 times father the ranger of your longest reach vehicle.
