when i start starcraft 2 and want to change settings to lower , and restart the game agian it goes automatically high settings all the time

This is a sign of a permission issue. I would recommend to ensure OneDrive isn’t backing up the Starcraft II folder. If you use any other backup software you may need to contact the developer to locate the steps to do this.
You may also try going to your Documents folder → Delete the StarCraft II folder and retesting.
If the issue continues we would recommend to tech for a User profile permission issue by creating and testing to see if this issue continues on another Windows Administrator account following the steps Here.
