As the topic says, The button for HotS new campaign is greyed out and I cannot click on it, but LotV is available so that leads me to believe that I should be allowed to play HotS’s campaign. I purchased SC2 early days when WoL was the only available campaign.

Heart of the Swarm is paid content. If you’ve never purchased it, that would be why it’s not available.
As for Legacy of the Void, the Prologue is free to play for everyone. The main campaign and Epilogue however are paid content.

The free Hots expansion offer was only for a limited time right after SC2 went to free to play.
Ah I see, so I had to claim it but didn’t at the time. That clears things up.
