I purchased all 3 campaigns but cannot play Heart of the Swarm. I can play the others, but not that one.

You do own Heart of the Swarm. However, the type of connection you are playing on is unsupported. When you log into StarCraft II the game connects to our depot to load your account information; if there is an issue loading the data due to an unstable connection, that can cause this type of issue. If the game typically works just fine, you may wish to consult with the ISP to double-check and refresh the connection.
