Having expensive units tend to degrade the “spending skill”. A cycle of Carriers from 4 Stargates requires a bank of 1400/1000 resources.
This bank (otherwise why build more than one Stargate) artificially makes the spending-skill appear lower than it is in reality.

So you’re saying GM Protoss wait for 1400/1000 bank then start four carriers at once?

No, we start with 1 or 2 Stargates but in late-game when resources are more available multiple production structures are a necessity.
