Remove her damage boost and just have her shoot from her staff.
No more issues with boosted dps and she doesn’t have that crap delay from healing Mercy to battle Mercy.
Would bring her more in line with other healer/dps classes
Resource based resurrect that you charge by doing stuff.
Put strategic thinking back into the resurrections you do.

As long as res is a cooldown you try to use every fight, & no long term cost to anything you do, there won’t be strategy in her gameplay. And Mercy thrives in strategy.
Buff her gun, make her healing do healing over time so she can disengage and fight a bit more without dropping her teammates. IDK, just my only issue with playing Mercy is that I like to shoot things.
First you have to figure out what mechanics people find engaging to play and go from there.
I think there are some cool things that could be done with Guardian Angel and momentum mechanics to make her quite fun to play with very different mechanical challenges from what other characters deal with (except maybe Lucio to an extent), but it’s a bit hard to describe what I’m picturing.
To try to put it as simply as I can, lower or remove the cooldown on Guardian Angel, and make it apply additive momentum instead of completely overriding all momentum. Mercy would be able to gain a lot of speed (which converts to survivability) and potentially aerial capability by constantly juggling herself among teammates. That’s something she already does in a sense, but it could be made significantly more interesting.

Remove resurrect and replace it with a tether ability to pull teammates to safety if they accept (probably using the interact key). There was a support character similar in a dead MOBA and let me tell you, it was one of the only support characters I ever enjoyed playing. You would not even believe how much fun it is.
Too much troll potential. The interact key would be too slow to make quick saves.

Tbh I think Valkyrie SHOULD be rewarded with faster and additional rez IF Mercy hasn’t used rez. If she pops Valk after rezzing someone, obviously nothing changes.
But I really liked that part of Valk 2.0, and when they took that away, that definitely dampened my appeal for it.
Maybe and this is a huge maybe, if Mercy hasn’t rezzed in 2:30 minutes, she has 5 individual charges (that, once she starts using them and if she gets stunned or dies, loses them)
It would also be interesting if Mercy could use rez on herself. I know sometimes I wish I could rez myself as Mercy because I would make use of it.

Yes, the essence of the question is basically how would you make her require more skill?
I think the strategy is “can I get away with this Rez or not.” It’s not a guaranteed thing that you can just mindlessly go for in the middle of a fight. It requires more forethought than mass rez, since you can’t do it through walls, has a cast time and small radius, you’re slowed, and no invulnerability. Really don’t get the whole “Rez has no strategy” argument.
Anyway on topic, I think most of the tweaking needs to happen in Valk. Chain healing, for example, removes the beam prioritization that Mercy is known for. A stronger beam with no chain heals is one of the solid ideas I’ve read from the Mercy community, and it would definitely up her level of “engagement.” It’s just about introducing more decision making.
That’s tactics, not strategy.
New res requires better positionning, but has no consequence on the next fight, because you have a resurrect in every fight ever.
By removing auto lock on on guardian angel?Incrasing the CD and making it a kind of Dash ability,that allows her to fly into any direction,up,down,left,right and everything in between.
For not using rez like candy, and this would both make Mercy regain her strategic play style and give her “skill” (actually make Mercy genuinely think about the better play with rez) without ditching her players because others think skill is related directly to aim and mechanical intensity.
