I am disabled person, who struggle in real life and one of my disability is also autism - which seems to not be “enough” for you, but for me, it´s every day struggle with simplest interactions. I had to give up lot of my dreams for my disabilities and make twice as much effort to achieve some things, that healthy people can make without effort. I accepted, that I can´t do some things due to my disabilities, you try to accept, that paralised person can´t fight in war.
People like you make us (disabled people) look like parasits, who think, that world should evolve around us, which is not true. Some of us work really hard to achieve our goals.
So if in your mind, your disabled hero can choose, that he doesn´t want prostethics or cyborg body - welp, than he chose to not be in military organisation. I am sorry.
Also in year 2070 which is Ow universe I can imagin this things beying affordable. Why? Cause I see people, who have no roof over their heads still somehow affording to have smartphones, despite struggling with food and other stuff.
Also half of the heroes are poor, who just stole some things - (Lucio, Sombra, Junkrat, Hog, Doomfist,…)

But seriously, aside from the point of diversity, wheelchair character would be interesting who has strong abilities from the chair. I also think Sigma would be a good candidate for that but too late.
And this is the type of reason that you see those signs outside of accessible toilets that state “not every disability is visible”

Also, doesn’t Lucio have cyborg legs? Not one skin has showed him with regular legs. Its either the torso & a complete cyborg lower body(seriously, WTF happened to him?), or he’s wearing pants or shorts, but the lower legs are cyborg. So, there’s already a disabled OW character, and since Day 1 at that.
Oh, Junkrat lost a leg, every skin shows him with a pegleg. Torb, Doomfist & McCree lost an arm. And judging from the Blackwatch skin, Genji is almost completely machine. No human legs, torso & right arm.
I’d count Zen, but he can use his legs. He just doesnt for some reason.
You’re asking for the same thing, someone that cant use their normal legs. And no doubt losing limbs altogether is far worse psychologically than still having the legs intact, and depending on the condition, there’s a chance they can go gait training(that walk rehab), and walk again.
