Hanzo will totally be fine, he will if anything end up OP overtime, given how these devs operate interms of balance, the issue with this patch is it is going to destroy game hero identities, pillars of balance like tracer base hp and aim skill expression scale all for crossplay console stuff and maybe mobile overwatch in future.
I dont think the new devs know what they are getting themselves into messing with something like tracer base hp, its not as simple as making hp changes and dmg changes to everyone else.
That base hp of tracer was chosen with much more considerations to dopaminergic value of gameplay loops.
Anyway people expecting this is the demise of hanzo are going to be disappointed in a way it is to true hanzos but if anything this patch will just make him and widow more common and popular and in the wrong ways for the things people who arent good complain about.

whats the point of hitting more headshots if they dont kill? Especially when it takes 0.7 seconds for the follow up, by that time they can get healed back to full health to tank another shot

The thing is anything can be added if the implementation is right and we address what we are adding why and what its is replacing or adding to, like self regen other games dont have supports that heal as much as overwatch so it works for them, can it work for overwatch too ya, but have we toned down support healing no, but we added regen,
so in a way it is balanced now by using a dps passive that causes anti, which causes role dependency leading to further issues and also makes a unfun mechanic like ana anti nade as a balancing tool now as a passive for a role.

No, but Genji is also a lot more mobile than Hanzo and if done right can take out almost all your hp before you even know what hit you and escape just as fast.
Why do you think overwatch doesnt have counterplay to oneshots it has many from divers shields better consistent guns to shields to imf and better movement and my favourite better cover than most other games, anyway tf2 has oneshots, the closest to overwatch, apex has but you will probably say that everyone can hold a sniper or using some helmet reduces it. Fortnite has, titanfall 2 has possibly the closest to overwatch after teamfortress, im avoiding cod bf2 even though its arcade.

Bad players will still get destroyed by hanzo when they dont get heals.
This will only lead to toxicity against supports, so lets just reinstate one shot for hanzo, so the bad players can hate hanzo and blame him for being a lucky hero instead of harassing poor supports.

If you cite frustration as a reason, bad Hanzo players getting rewarded for playing like Junkrat is both more frustrating and has more impact on game balance
