This has to be a bug or just something that was overlooked because its just inconsistent.

It’s already been addressed, I believe.
It’s considered a non-ability, much like Mercy’s free-flight during Valkyrie. Activated by an ability, but not an active ability itself.
Kinda stupid, but not like Hack hasn’t been inconsistent before.

Hack is like the weirdest ability where everyone pretends it is consistent when it has exceptions on top of exceptions.
This is intended according to Jeff Kaplan:
Even with Jeff’s post as reference, this interaction seems unintended. Jeff seems to be responding to Echo’s Flight ability, not her Glide. If hacked while in flight, Echo should still retain flight, just like Valkyrie does. It’s the Glide, however, that should be disrupted by hack, since it functions exactly like Angelic Descent and Pharah’s jets. I think Jeff or someone else might want to clarify.
Flight is when she can freely fly, just like Mercy’s Valkyrie, for both abilities: if you are hacked, you can stay in mid-air.
Glide (Echo’s passive) is just like angelic descent (Mercy’s passive), for both abilities: if you are hacked, you can not stay in mid-air, then you fall to the ground instantly.
Also applies to Pharah’s jets, obviously.
