You mean Kael has 1 bad talent on every tier.
The other 2 are generally competitive with each other.
Burned Flesh has a 49% winrate and a 41% pickrate, compared to SKF’s 48% winrate and 53% pickrate.
Pyromaniac has a 50% winrate and a 53% pickrate, compared to Fission Bomb’s 48% winrate and 35% pickrate.
Sure, he certainly doesn’t have the best build diversity and some of his individual tiers are pretty crappy, but I’m not sure I would call it “very bad” overall.
Maybe you could argue that KT could use a rework, but I’m highly skeptical that he needs one.

Illidan is mostly fine. His kit is really fluid and functional which is pretty uncommon for such an old hero. His talent tree is also pretty well designed. Reworking him for extraneous reasons like the prevalence of mass CC is not the solution since chain CC messes up everything that isn’t Diablo or Stitches. Just slap 1s unstoppable on his trait and he’s good.

Illidan can really pop off when the enemy team doesn’t have hard cc or massive burst to deal with him. Giving him unstoppable baseline sounds like it’d be awful to deal with because now you have to worry about timing your cc perfectly on top of trying to hit an Illidan who has two dashes.
Just handing out armor and unstoppable to unpopular heroes isn’t the answer to chain cc.
What we need is global nerfs.
I agree too, his current concept is really potential and fine and I want this concept of illidan to be preserved, but I think it would be interesting if we give this concept to a Female Demon Hunter and creating a new concept for illidan.

It would make him good though, yes? But true, giving unstoppable isn’t something that should just be handed out. Giving an option to talent into something helping against some form of CC is another thing. At least the sweep quest should be looked into, takes too long.
Hard CC is kinda tricky to balance since it’s always worth its price. If you nerf it across board, people will just draft more of it. Add cooldowns to how often a hero can be stunned? Now everyone has built in unstoppable and suddenly cleanse loses a lot of its value. Also, some of the more readily available stuns have been nerfed one way or another, like ETC, BW and Uther. Maybe Deckard next?
When I said global nerfs I just meant small tweaks to numbers of every hero with notable CC and the overall survivability on a number of heroes that actively need to be CCd when you want them to die.
