Why has the new patch, which has been in the testing realm for almost 3 weeks, not yet been implemented in the game?
HotS no longer has much of a development team on it. As such updates are very slow, such as every quarterly or longer. It will go live eventually.
Since additional stuff has been changed, the ptr duration has been increased since they’re still testing things.

Where did they list the additional changes?
I don’t think blizz has posted the changes (when they do, they add orange to an annoucement) Spazzo posted changes in the post that I l linked for the quote.
