I’m having the exact same issue, so I made the test.
I live in Colombia, so I’m guessing the test should be made with Brazil’s IP, since it’s the closest.
I couldn’t do the test for 15 minutes. After something like 5 minutes it says “A problem has occurred while connecting to the game. Please try again later”
This has been happening since yesterday.

Have you tried rebooting the router to refresh everything and then try connecting again? If it just started happening it may be due an ISP issue.
You’re also wecome to post the WinMTR here, and then break the links in the WinMTR data so it will allow the post.

My brother and I are also from Colombia and we got the same issue since yesterday. I tried running WinMTR using my public IP but I do not see any list of games running, is that the IP I should use? Also, even though my internet connection looks ok blizzard pages are a little slow on load. This may not be related but maybe it is so I mention it in case it helps.
You don’t want to use your own IP address for the WinMTR, since that would just test the connection to your modem.
When you get into a match press Ctrl+Alt+F and it should show the server name that you’re connecting to. What does that show?
