I don’t know if it is a server issue, or a ISP issue, but I have the exact same results. 100% data loss to that server. I have no problems with the other US server. I can play just fine, with a stable connection, then my assumption is I get transferred to the other server, and nothing works. It happens at the start of a match, and that is it, it spends the whole match trying to reconnect. I found a post with the same issue from Aug of last year, and it looks like it was an ISP issue then. Which makes sense as I have a similar issue with Path of Exile. I had no connection issues for a month up to that point. I am on CenturyLink and the problem started Thanksgiving day. I have contacted them, but their entry level tech support that answers the phones can not run any network backbone diagnostics, and want to send techs out to check my line, when the line is perfectly fine as my connection is fully functional except to certain servers, or certain servers at certain times.

I manually assigned Googles DNS servers to my router and now I don’t see high data loss rates, but I apparently can’t remove CenturyLink’s DNS servers. Although, I am to even sure it is a DNS related issue. I seemed to have increased stability since doing so, but I still had the rapid fire reconnect issue tonight, with HotS and had some issues connecting to a Path of Exile server earlier in the day, until the third server I tried, then it ran stable for the hour I played. It could all be incidental though, and have nothing to do with the DNS servers. Regardless I am pretty sure it is an ISP issue, it does not effect everyone, and started on Thanksgiving evening.
