So after the most recent update, the game is now showing the cinematic while booting up and my quick cast settings were undone. When I try to save global quick cast option, it will not take it into the game. Checked previous posts suggesting letting the system run a diagnostic run, re-installing the game, trying to find the quick save notepad document and nothing helped. Please advise on next steps.

Yeah same here. and opening the Settings in notepad and saving them doesnt work either 
So i deletedthe folder Called Heroes of the Storm. in your Document folder. reestaretd the game. set my hot keys. quit the game. re-opened it and now my hotkeys are stuck. the quick cast settings are as they should 
it might work for you as well.
and i also uninstalled the game. but i think just removing the Heroes of the Storm folder in your documents will do the job.
