Yes, or the cap which is ridiculously large.
The less people post, the easier it is to read 25% of them. Hence, the less that people post, the easier it is to keep and maintain TL3. Not the other way around.

My apologies, you guys are correct. When I took an extended break last year it took me about 3 months to earn it back, that felt too long for any benefits of TL3. Again though, you’re both right, I didn’t think before I pressed post, pretty usual for me. 
That’s about right. You have to be active a certain number of days before you can get TL3. It’s about 3 months of almost daily logins (above 50% of the days) to get back into TL3. I think it’s at least 50 of the last 100 days.
