Im having the same problem just now, i have the drops every 10 sec even in menus. im running a intel i7 8750H and GTX1060 6GB. i already tried reinstalling the game, updating nvidia drivers (current version 430.39) i also tried to update windows, i was on 1803 now i just updated to 1809 May 2019 and also did the Reset In-Game Options after. but still the same problem. Blizzard please help!

It can be helpful to do a clean driver reinstall if you haven’t already. To do this, uninstall the current driver by using DDU. You can find a guide for using this software here. After the driver has been removed, download the latest driver by going here.
For the time being, I would recommend doing a custom install and skipping the Nvidia Geforce Experience to see how it runs without that software.
Next, change the Nvidia settings:
• Right click on the desktop and launch NVIDIA Control Panel → Manage 3D settings.
• Go to Program Settings tab.
• Select the game to change the graphics processor under “Select a program to customize”. If it’s not is not available, select the specific game from the drop down list.
• Select your “Prefer maximum performance” graphics card under “Power management”.
Then reset the game settings again to set everything back to default. Also set Windows to High Performance and keep the laptop plugged into a power outlet while testing.
