Mouse Scroll doesn't work on bottom edge during Teams calls

When in a Teams call/meeting, mouse scroll doesn’t work on the bottom edge of the screen. When the call ends, it immediately starts working.

I play in Windowed (Fullscreen). The issue remains in Fullscreen or Windowed, regardless of the initial Display Mode at launch or if it is changed after launch, or mid-match. I have tried alt+tab in and out of HotS, as well as changing the Display Mode and alt+tab out and back to HotS with no joy.
