{Hero Concept} Noise Marine

I built this kit as a Noise Marine because I couldn’t think of a Blizzard character to represent it. If you’re here to complain about that, please don’t. Focus on the kit. (^_^)

The Noise Marine is a low mobility but highly disruptive Ranged Tank that works best when holding objectives. On top of utilizing a number of already existing Crowd Control effects, the Noise Marine inflicts a new one with each ability: “Deafened”, which lowers the enemy’s awareness of the map.

[D] - Mark of Slaanesh
Applying Crowd Control effects besides Deafened to enemy heroes under equal or greater Crowd Control effects causes the Noise Marine to heal for 30.4 health. Abilities that inflict multiple Crowd Control effects can cause this effect to trigger once for each crowd control effect.

In addition, all of the Noise Marine’s attacks are extremely loud, causing his ability damage to apply the Deafened effect for 2 seconds.

Deafened - Afflicted heroes have their minimaps disabled, cannot see or hear allied pings, and can’t see enemy icons. (Credit to Mr. CLFN for the idea.)

[Q] - Sonic Disruptor
The Noise Marine unleashes a torrent of sonic energy in a cone, applying a constant 15 damage per 0.5 seconds, and slowing enemies inside by 30% for 0.75 seconds. Sonic Disruptor lasts until cancelled.

Area - 75° Cone, 3.5 Length
Cooldown - 4 seconds. Starts after the ability ends.
Cost - 20 Mana, plus 4 Mana per second while channeling.

[W] - Blastmaster
After a 0.5 second delay, the Noise Marine plays a devastating bass note, unleashing a sonic pulse across a large area in front of himself. Enemies inside are dealt 260 damage and are stunned for 0.5 seconds, followed by a decaying slow of 40% for 2.5 seconds.

Area - 1.5 Width, 5.0 Length
Cooldown - 12 seconds.
Cost - 60 Mana.

[E] - Doom Siren
The Noise Marine unleashes a terrifying cry, amplified by his specially crafted backpack, channeling this cry over 1 second. Enemies within range upon cast are Feared for 0.15 seconds, and enemies within range in general take 20 damage per 0.25 seconds, and are applied Cry of Slaanesh for 0.5 seconds, which lowers cooldown tick rate by 66%, and stacks in duration each time it is reapplied. The Noise Marine can move at 75% speed while using Doom Siren.

Cooldown - 9 seconds.
Cost - 45 Mana.

[R1] - Kakophoni
The Noise Marine begins blaring an extremely disruptive noise that opens the minds of his foes to the horrors of the Warp, dealing 35 damage every 0.5 seconds and applying a stacking 0.75 second Silence and Disarm each time Kakophoni deals damage to an enemy. Kakophoni lasts for 5 seconds.

Disarm - Afflicted enemies can’t use basic attacks.

Cooldown - 96 seconds. Starts after the ability ends.
Cost - 96 Mana.

[R2] - Dirge Caster
The Noise Marine brings a Dirge Caster in from the Warp over 0.5 seconds, which remains until killed or until 15 seconds have passed. The Dirge Caster mimics all of the Noise Marine’s ability casts, targeting the same point the Noise Marine does, for 66.6% damage and maximum secondary effects.

Tier 1|Level 1
(!)Our Song Shall Carry - Quest: Basic attack enemy heroes affected by at least 2 different types of Crowd Control.
Reward: After basic attacking enemy heroes in this way 22 times, increase the Noise Marine’s basic attack damage by 6% for every Crowd Control effect present on an enemy hero.
Reward: After basic attacking enemy heroes in this way 44 times, increase the Noise Marine’s basic attack range by 1.0.
Reward: After basic attacking enemy heroes in this way 66 times, increase the Noise Marine’s basic attack damage scaling to 5.6% per level, applying retroactively.

Deafening Clarion - Enemies within range 2.0 of the Noise Marine’s abilities are Deafened as though they were taking damage from those abilities.

Phat Wubs - Sonic Disruptor now knocks enemies back 0.2 units each time it deals damage to them.

Tier 2|Level 4
Sonic Elegy - Sonic Disruptor additionally slows enemy attack speed by 30% for 0.75 seconds each time it deals damage.

Splitting Chord - Enemies hit by Blastmaster are knocked back from the center line of the area 0.6 units.

Drowning Scream - Enemies that are feared by the initial cast of Doom Siren are silenced for 0.6 seconds after the fear ends.

Tier 3|Level 7
Amplified - Every sixth time Mark of Slaanesh triggers, the Noise Marine gains 2 charges of Amplified. Amplified causes the Noise Marine’s next basic attack to deal 30% increased damage. Amplified stacks up to 4 times.

Dirge of Slaanesh - Each time Mark of Slaanesh heals the Noise Marine for 304(scaling) health within 6 seconds, his basic ability cooldowns are reduced by 25%. The window of time for Dirge of Slaanesh does not refresh when making additional progress.

Song of Victory - Each time an enemy hero dies within range 6.6 of the Noise Marine, he heals for all excess damage that hero took.

Warp Blessing - Each time Mark of Slaanesh triggers, it also restores 6 Mana.

Tier 5|Level 13
Sonic Blaster - The Noise Marine’s basic attack now hits in a 30° cone and deals Ability Damage.

Rupturing Chord - Blastmaster’s damage is increased by 6% for each consecutive second an enemy hero has been Deafened by the Noise Marine.

Directed Cry - Doom Siren’s area of effect is limited to a 100° cone in the targeted direction, but its range is increased to 4.2, and its damage is increased by 66%.

Tier 6|Level 16
Bear Forth the Song - The Noise Marine may now move and act normally while channeling Sonic Disruptor, but moves at a 20% reduced speed. Ordering the Noise Marine to basic attack an enemy also turns Sonic Disruptor towards them.

Drop the Bass - Blastmaster now also Disarms enemies hit for 2.5 seconds after its stun ends.

Assault Siren - The Noise Marine may act normally while channeling Doom Siren without interrupting it.

Tier 7|Level 20
Sweet Cacophony - Kakophoni also applies Confused along with Silence and Disarm. Additionally, Kakophoni’s duration is increased by 0.25 seconds each time Mark of Slaanesh triggers during its cast.

Confused - The target’s movement and casting commands are inverted in direction.

They Beg for Sound - Dirge Caster may be reactivated up to 2 times over its duration to summon additional Dirge Casters. The secondary and tertiary Dirge Casters have 34% reduced health and deal 34% reduced damage.

Our Sound Cannot be Denied - The Noise Marine becomes permanently immune to Silences, and the duration of any other crowd control effect that prevents the casting of spells is reduced by 33%.

Hyperwave Blaster - Requires Sonic Blaster[Tier 5|Level 13]. Amplifies the Noise Marine’s basic attacks further, causing them to inflict the effects of a talented Sonic Disruptor. Additionally, increase the Noise Marine’s basic attack range by 1.1.

Random Notes

So, a few numbers in this concept either reference an “amusing” number, or reference Slaanesh’s sacred number of 6 for no reason other than doing so. In order…

2586 starting health at level ‘0’, at Level 20 equals 5666. Would have gone for 6666, but, gotta still keep some balance here.

If I was to go for that, the Noise Marine’s starting health would be 3042.57964, which would equal 6666.66666 at level 20.

30.4 equals 66.6 at level 20, aka the perfect amount of healing from Mark of Slaanesh.

Blastmaster’s damage of 260 equals 569.69 at level 20.

Cry of Slaanesh should be obvious.

Kakophoni & Dirge Caster should be more obvious.

Our Song Shall Carry has the obvious one in its 66 requirement, but there is another, explained later…

Dirge of Slaanesh plays off of Mark of Slaanesh’s healing amount, plus a 6 second duration.

Amplified causes basic attacks at level 20 to deal 196 damage. Because always being 69 is so boring.

They Beg for Sound is slightly less obvious, with the 66% as useful Dirge Casters.

Hyperwave Blaster, combined with Our Song Shall Carry, increases the Noise Marine’s basic attack range to 6.6. This is the explained later that was mentioned.

And a few non-mentioned talents just very obviously use 6s somewhere.
