Offer your concept, and perhaps blizzard will find it interesting and will take note of it.
The most likely candidates now are between Grommash by fans and Zoltun Kulle and Mekkatorque, who were mentioned by Blizzard to possibly being added in. I would be skeptical for him being added because there’s already been multiple wow heroes added in. By the trend going on, someone from OW is gonna be added in, then SC/Nexus.
Been saying that for more than 4 years but no action was taken by Blizz. They haven’t noticed the potential of Grommash. I ended up quitting the game 4 months ago finally. Now enjoying the life without HotS.
One reason they may delay Grommash is because his archetype and role is already fulfilled with his son Garrosh.

I know i’m being very blunt and vague on purpose, but it seems like they are looking for a wide variety and unique roster with every person being incredibly unique.
Now last time they added an orc people made fun of the game having too many, if they were to add a new orc I’m sure they’ll be thinking of how they can make it unique.
As for pure fanservice, Grom is also one of my most favourite characters from Blizz so of course I’d like to see him ingame.
Yeah that’s the issue of those 2: keeping them unique. Even though they both have different styles, they are still similar in being inherently tanky, just one is more aggressive than the other.
Grom plays exactly like Samuro in wc3, so if anything he would be a skin.

I tried to make Grommash an original hero that would be different from Garosh. But treat this more as a fun idea than a serious one.

He never been a blademaster in the lore. No article mentions about it, no cinematic shows it. He was a blademaster in WC3 because Blizzard failed to give a warrior kit to him and they repeat the same mistake in Reforged too. He was a berserker warrior. Swift, strong, bloodthirsty, reckless but skilled as hell.
We have Garrosh, and as far as I’m concerned that’s already one too many generic or warrior.
If you want to add another orc, make it an interesting orc like Garona or Kargath.
They made him a Blademaster in WC3 because Blizzard wanted all the named units to be hero units, but Grommash’s skill set amounts to “Hit it very hard” which isn’t worth building a hero unit around.

Garrosh is a tank, not really “hit it very hard” type hero as you describe. We don’t have any Orc like that and Grom is the best candidate for it.

Garona = Valeera, Kargath = Qhira. Not really great choices mate.

That so called “hit it very hard” type hero could make a great hero with Grom’s fantasy. Something like mix of Butcher, Collosus Varian.
Valera is subtlety Rogue, Garona would be assassination Rogue. One kills you quickly with surprise, one kills you slowly with poison. The two are very different concepts.
Literally how did you make that conclusion? Qhira is a hyper advanced warrior with a chainsword, Kargath is an orc who’s too angry to die.
So you basically admit there is no Grom in the game. I mean you are comparing Garrosh to Grom and claim they are the same, yet easily separating Valeera and Garona. I think your anti-Grom attidute is more like personal thing, not logical.
How is saying that Master of Poisons =/= Master of Stealth in any way negate my statement that Idiot with an Axe = Idiot with an Axe?
There is a massive difference between poisoning someone and cutting them up. There is zero difference between smacking something with an axe and smacking something with an axe.
You confuse warm with cold. An ax is just a weapon, everyone has his own technique and how he uses it. Garrosh in hots, not to say that strongly shows the skill of owning an ax. He rather shows his physical strength.
