I wish they would do this but the population of players is WAY to low. Especially on NA. They might be able to get away with it on EU and I am not sure how populated the Asian servers are.
I use to play solo Q only and now forced to play flex que as a solo player.
3 region if population is low… 
i play from EU on asia or USA servers and dont see any problems with lag
