I can’t play Hero of the storm all the game mode are unavailable.
This is a classic fix mentioned by Tech Support personnel over the years for “game mode disabled”:
Did you try running the game executable (not battle.net) as Administrator? The file name in your game folder is HeroesSwitcher_x64.exe.
It’s not guaranteed, but it has worked for a lot of players.

I was trying to solve this problem for months. I tried every solution from other posts but none of them worked. I found this post today and your solution worked. Thank you so much finally i can play this game.
