check your anti-virus and anti-spyware. they may be blocking your programs. you will want to make sure your entire Heroes of the Storm directory is excluded, whitelisted, or however it wants to call it.
also, here is an old post that has something a user said that might work. use at your own discretion as it involves administrative functions.
Same problem, not razer, tried everything… i really can’t understand why every month i get a brand new error from Blizzard.
This one tho seems hard to repair.
