I submitted a ticket yesterday and received a response I could view in my email but then when I go to submit a new ticket like they requested, you are unable to access the tickets/customer support feature. At first it said “Something went wrong on our end. An error has occurred. This may be a temporary error, so please try again later.” Now when attempting to do so, it is "This us.battle.net page can’t be found. No webpage was found for the web address: Blizzard Support

I’m trying to submit a ticket to update an account that I can’t get into because it is locked then there is no customer service phone number available except for being able to reach customer support through this platform. Which is extremely frustrating.
How are customers, like myself, who need immediate assistance having to deal with this? Super frustrating. There should be some form to reach out by phone. I’ve always hated that you could never reach them at a phone number for customer support, at least in regards to account security issues. In game issues I understand but when you have account issues I feel like Blizzard should be more accommodating to customers that pay a monthly subscription (WOW).
