I have been having the same issue within the last few days where I launch the game and get an error, login attempt timed-out. Logging into other Blizzard games works fine. No changes to my network or login recently.
Looks like my router blocked an IP address and subnet. I removed some of the blocks and was able to get logged back in. I didn’t see any IP that was shown in lists for Blizzard, but apparently there was one there. I didn’t save the list I unblocked so unable to provide which was removed.

I don’t think it’s my connection settings because I created a new account and am successfully logging into the game. I’m guessing the problem is with my main account.
