Cannot connect on launch, tried protocol. Next step?

I am dealing with the classic login problem where I immediately lose connection to the servers with every startup of the game. After the launcher starts, I am given the “Authenticating” slide, followed by the error message that I have been disconnected by Blizzard services. The message that I have been disconnected and Blizard is trying to reconnect has been left open for literal hours while I was away at work with no success, so I certainly have not been cutting its attempts prematurely. I have tried the applicable steps outlined in the Common Connection and Latency thread, and had no success. Searching other threads, I found that people with similar issues had been asked to submit WinMTR tests. Doing the same, I have redieved no response. It occurs to me that i was asked to create a separate thread for my problem, so here it is. Hopefully, I can get a response here. I did two WinMTR tests because I was not sure if I was in the western or central U.S. region, so I did a test for both. here is the results.

Anything that can help me diagnose this problem? Additional notes: Starcraft 1 & 2 operate just fine, only the Heroes of the Storm server is inaccessible. Also, this launch error only took place about half the time in the later past. It was not until the role expansion update that I experienced a connection error every attempt. Furthermore, on the day the latest patch came out, I was able to play, until at exactly 6:30 I was abruptly disconnected without explanation, and have not been able to access the game since.
Any way I can fix this?

It looks like you’re on a University connection at the moment which could potentially block the game from connection. If you have the option to test a different network I’d give that a try. If you or someone you knows has a phone and data plan that supports it, we can accomplish that by setting up a tethered connection.
