Arthas needs some changes. he is not as effective as the rest of the tanks and warriors.I think if we make some changes to him, he’ll be better off.especial in tier level 4 and 13 we need some work,Frost Strike can have stun effect replace of slow ,and Icy talon need some buff,it is not have effect on minions,camps and structure and it’s duration must be more.
Also I think he need some talents about negative buff,reduce heal,damage that make him more efficient.

That’s the issue with some heroes, where their abilities make them not as useful when fighting even soldiers.
this cause him weakness in pushing opposite of some tanks like as stitches or anub’arak or muradin…

To me, he feels…like an offtank? He can’t soak hits as well as others, I feel like, but he can CRUSH structures and really lock down enemies for others to kill. I definitely agree there could be a few small tweaks that really make him feel more impactful in his role, however.
