Not really. MMR plays a role in star bonuses as well, with a floor based on your rank progress from the last month. Within two months you’re back to close to your “real” ranking.
But yes, these effects are why the monthly reset is stupid if you care about competitiveness. But the reset is about “rank STONKS” not about competitiveness.

That only means it’s not a devastating problem but to some modest extend limited.
At the very least you know they save TIME.
