You can petition Microsoft who are the owners now. You can trigger them potentially because they are supposedly proud for doing some limited open sourcing over at github (which they have also purchased). They almost always do open sourcing of the non-GPL type by the way.
It’s not a guarantee that the code they show is the same running on servers (or even on the client files), but if they do release it on github I suspect it would be legit (but good luck convincing them).
Unlike MTGonline which was found to curate and control ALL aspects of the “lol random” numbers…

The problem with that conspiracy theory, is that you can detect as a third party if it’s done relatively easily; that’s how it was done in your example too anyway; and HS has at least 3 big parties that collect a lot of stats (probably some people do it privately too (especially if they take the championships seriously)).
If you want to see nasty in this game you can probably find nasty in the MMR algorithm itself; I have identified and I see many veteran players agreeing that the MMR does extreme swings occasionally after small win streaks or small loss streaks; I find that nasty because it forces early the “50% win rate”.
