No. They don’t pre-release patch notes for server side bug fixes.
This is why there are no pre-release patch notes for the April 9th, 2020, balance patch.
If you look at the changes to Antean, Aldrachi Warblades, Skull, and Eye Beam; you will notice there’s no text changes that requires translation.
They can do balance patches in emergency, quickly, by going around the normal processes.
Additionally, the cards didn’t show the changes in the collection, only in matchups; which caused confusion for many players.
