Very low FPS on GeForce RTX 3070Ti

The game runs really poorly (looks like PowerPoint presentation) and crashes so impossible to play. All recommendations from support are tried, nothing helps. The device is MSI Stealth GS66 (GeForce RTX 3070Ti). Other games work fine
