This is a known bug on Macs since version 29.2 dropped. I have the same problem. I’ve been unable to access the shop for a couple of weeks now. I’m also unable to play this week’s Tavern Brawl because it requires paying a fee through the shop to play and the shop is closed.
This is very irritating. Blizzard has known about the bug since 29.2 dropped and it has not yet been fixed. The simple fix would be to go back to 29.1 but Blizzard refuses to do that. But, that’s what any sane computer company would do if they couldn’t get an IMMEDIATE fix out. Instead, Blizzard has chosen to alienate a significant portion of their customers.

I spent hours thinking it was my fault, trying to fix my computer, trying to reach Blizzard , maybe parental control…then I found your answer. Why, couldn’t Blizzard just make this announcement when you sign into the game?

Same problem on Android… reinstall the game is their answer!
