Is there a possibility to run an older version of hearthstone and if so what would be the steps

Sadly no, there is no way to rollback to an older patch. And even if you did, the game will refuse to let you play if you’re on too old of a patch (or too new of a patch, rare bug but it does happen periodically). There’s classic mode, which emulates how hearthstone used to play in 2014.

but if i create a server for an older version?

I don’t think the game can run without connection to battle.net servers.

And why would you want to do this?

You could, however it would be illegal I guess and so much work you’d have to create the game yourself essentially since you lack the server coding and just have the game files.
