I understand it’s something like 1 per 360 packs, but what I want to know is if it’s per set or not? I mean, do I have to open 360 packs of the same type?

yes, all pity counters are exlusive to their own set
more than that, they are exclusive to their own pack type
Regular and golden packs of the same expansion share separate pity counters

Well that sucks. How do so many people open signatures then? Surely most people don’t open 360 packs of the same set?

well 360 is just the pity counter, you rarely need that many to get one
Same way legendary pity counter is at 40 packs but in 10 years of playing the game I may have only hit it twice
Some signature cards are not obtained through packs though
Achievements, events, reward tracks, directly purchasable in the shop…
Also golden packs have way higher odds of granting signature cards 5% chance instead of 0.6%, adn the pity counter is at 40 instead of 360
