Perils in Paradise cards can be played before release how?

The match was against a warrior. He was able to play new cards like “New Heights” or “The Ryecleaver”.
Aftermatch I chatted with him and was told that the old Whizbang card (wild collection) would be able to give you new decks from Perils in Paradise. Unfortunately, I didn’t have enough dust to craft and thus was not able to verify myself. But I did take a few screenshots. Time was around 20th Jul 12AM (+7 UTC)

Yes. This actually happens with every expansion but it’s not widely known since not many people run the old Whizbang
