I guess it depends how you see it…But the text on cards that offer full refund is “this card was recently changed so the dust value is adjusted” …Changed not nerfed or buffed
Well I guess you are correct in that regard and I wish we could get refund on them buffed cards as well.

Seems like Blizzard just uses words as they see fit and don’t screw with the flow of money.

Why would that screw with the flow of money? People aren’t going to start dropping more money as a result. Blizz made decks better with the change. People are more likely to stick with a preexisting deck rather than create a new one
Splitting hairs aside, if you read the patch notes you’ll see that they noted this only at the bottom of the nerfs section and not the buffs one.

I guess technically its got worse stats now? Would be a stupid argument, but it’s the only angle I can think of for why someone would want a refund.
Someone may like a refund on wildfire because now it’s unplayable in even mage.
They won’t do it, because by that logic, any buff that changes the mana cost can technically screw an odd/even deck, even if it wasn’t an optimal choice
