Mo'arg not working properly with Collateral damage

I built a deck with a cool OTK idea, you draw until you have Collateral damage, terrorguard Escapee, and mo’arg artificer in hand, and then reduce their cost (8,3,2 to 7,2,1) with emperor thaurissan and then summon 3 1/1s for your opponent for 33 dmg (assuming their board is empty), or 66 if you twinbow and thaurissan the same turn beforehand as it should do 12 damage to each minion and 11 to face (or if you double it with twinbow). However the mo’arg did not effect collateral damage and the minions took the normal amount of damage. Is this a glitch? or is there some reason Collateral damage is unaffected. If this is a bug I’d like for blizz to fix

Mo’arg Artificer’s effect modifies the damage taken by each minion, and doesn’t modify the damage outputted by the spell. This means Mo’arg Artificer’s effect is essentially a “pre-damage aura” which is applied to all minions on the board.

Example: Rolling Fireball is cast on an 8-health Sea Giant. It deals 16 damage to the Giant and does not continue rolling, since Rolling Fireball only deals 8 damage, but the Giant sees 16. Mo’arg Artificer’s effect modifies the damage taken by the minion from the perspective of the minion, and doesn’t modify the damage of the spell.
